OPERATIONS DIRECTOR

Chemonics seeks an operations director for the anticipated USAID-funded Tanzania Tusome Pamoja ("Let's Read Together" in Kiswahili) Program to improve lifelong learning skills, defined as mastery of early grade reading, writing, and arithmetic. The five-year, $60 to $70-million program is expected to support four regions of Tanzania in improving quality of basic skills instruction at the early primary level, strengthening Ministry of Education and Vocational Training skills delivery systems, and increasing community and parental engagement in early primary education. We are looking for individuals who have a passion for making a difference in the lives of people around the world.   
 
Responsibilities:
  • Ensure Tusome Pamoja complies with all field administrative and field financial reporting requirements in a timely manner
  • Train and supervise the finance director, procurement manager, and operations/finance managers in all relevant issues, including travel and logistics, office and residential property maintenance and management, personnel, procurement, motor pool management, and project recordkeeping 
  • Oversee the procurement manager, who manages all local subcontracts
  • Recruit and hire local staff as needed
  • Maintain confidential personnel files for all local staff
  • Ensure that the offices function according to Chemonics' systems and practices 
  • Perform site audits and inform the chief of party of any problems or issues in this regard
Qualifications:
  • Bachelor's degree in a relevant field
  • Minimum five years of experience working with international development programs of similar size and complexity
  • Working experience in developing countries; experience in Tanzania preferred
  • Comprehensive knowledge of Chemonics' project management practices highly preferred
  • Thorough knowledge of USAID and its contractual and reporting requirements
  • Strong organizational and prioritization skills
  • Strong interpersonal and written communication skills
  • Strong English writing and speaking skills 
  • Demonstrated leadership, versatility, and integrity
