Responsibilities include:
- Oversee monitoring and evaluation, analyses, and assessment, including data collection, design of the annual evaluation methodology, participatory data collection methods and protocols, and data quality verification techniques
- Oversee project learning agenda to ensure learning from project activities and implementation of course corrections during the life of the program
- Help design operations research studies that require the design, adaptation, and application of mathematical and statistical approaches to evaluation of the problems
- Identify and conceptualize ways to measure program impact on gender equity
- Oversee the technical work of the M&E coordinators in coordination with the regional team leaders
Qualifications:
- Master's or Ph.D.-level degree in education, social sciences, demography or population studies, international development, or a systems strengthening related field, with at least three years of experience conducting similar work; or a master's degree in the same fields with at least seven years of experience in operations research
- Experience working on education programs of similar size and scope as Tusome Pamoja
- Proven ability to create and maintain effective working relationships with senior government personnel, particularly in Tanzania
- Minimum three years of professional experience researching, planning, and organizing analytical studies; supporting development of and identifying causes related to performance; developing recommendations for improvements based on studies conducted; handling projects and studies requiring causal and or risk analysis of issues; and preparing analytical studies to brief management in support of sound organizational decision-making
- Proven experience utilizing current state-of-the-art statistical and analytical software applications; experience utilizing GIS preferred
- Experience implementing interventions that promote gender equity preferred
- Technical expertise in monitoring and evaluation; experience on education projects a plus
- Strong interpersonal and written communication skills
- Strong English writing and speaking skills
- Demonstrated leadership, versatility, and integrity
