PROGRAM DEVELOPMENT OFFICER

THE POSITION
Under the direct supervision of the Director, Strategy and Innovation, and in close coordination with the Program Development Unit and the Programs Department, the Program Development Officer will be responsible for, but not necessarily limited to, the following duties:
  • Undertake and document needs assessments and scoping missions, utilizing functional tools such as SWOT Analysis, Problem/Objective Trees, Stakeholder Analysis, data collection, and others with the aim to design new projects for IDLO;
  • Design country, regional or thematic results-based project proposals in line with IDLO’s strategic plan, in line with institutional practices, processes and procedures, and utilizing standardized program cycle management tools, such as logical models and frameworks, work plans, monitoring reports, and others;
  • Draft project proposals including competitive bids and grant applications liaising with all relevant colleagues across IDLO offices and in the field;
  • Liaise with respective team members to ensure that program proposals cover monitoring and evaluation of project activities including planning and managing the program outputs, benchmarks, and other milestones to be cleared;
  • Contribute and liaise with respective team members for preparation of annual budget and operating plan;
  • Assess upon request and within a reasonable timeframe on likelihood of success for IDLO in pursuing a call for proposals (ex-ante);
  • Following the submission of a proposal and based on the result in each case, evaluate contributing factors of success or failure in pursuing a call for proposals (ex-post) on a case to case basis and with an overall view in order to identify IDLO better strengths and major weaknesses in RFP;
  • Review program evaluation framework and provide guidance and recommendations for improvement of various systems;
  • Proactively identify partnership and funding opportunities for the Organization and promote IDLO’s strategic vision among partner organizations, agencies, and/or donors;
IDEAL CANDIDATE PROFILE
Education
· Minimum of a university degree in: business development / business management / social science or a related field. Background in law is definitely an advantage.
Experience
· Minimum of 5-6 years of substantial professional experience in program development in an international setting (IGO, international NGO). Experience in rule of law programs is highly desirable.
· Experience of program management and design in two or more regions is desirable.
· Experience with program design catering to program requirements of two or more major donors is desirable.
Language
· Fluent oral and writing skills in English is essential.
· Working knowledge either of Spanish, French, Arabic and Russian) will be highly advantageous.
Technical competencies
· Solid experience in / deep understanding of program development and design, skilled in professional standards of program reporting and methodologies.
· Solid skills and experience in high quality proposal writing.
· Sound knowledge of program proposal design and budgeting process.
· Demonstrated ability to effectively use computer and Microsoft office programs.
Behavioural competencies
· Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization.
· Good team player, positive attitude, flexible mind, comfortable in multi-cultural and matrix management settings.
· Self-motivated, hands-on and solution oriented professional; able to function effectively in a rapidly changing and dynamic work environment.
· Strong client service ethics.
· Speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
· Available to travel and conduct missions to potential hostile work environments.
COMPENSATION AND BENEFITS
The annual salary level for this fixed-term professional staff, internationally recruited position is in the range of €51,400 as per IDLO’s salary scale and according to qualifications and experience, plus other admissible allowances, such as education, housing, relocation and home leave.
The compensation is net of tax. IDLO offers competitive remuneration and benefit package: subsidized health insurance coverage including life insurance, medical and dental through Cigna International to the staff member and all eligible dependents. Eligible staff members are also entitled to IDLO Provident Fund where IDLO contributes 14% of the staff member’s base salary.
