The Swiss Tropical and Public Health Institute (Swiss TPH) is a world-renowned Institution for teaching, research and services in the field of International Health Development. The Swiss Agency for Development and Cooperation (SDC) is investing in the Health Promotion and System Strengthening Project (HPSS) in the Dodoma region in the United Republic of Tanzania and has mandated the Swiss Centre for International Health (SClH) of Swiss TPH to implement the project. The project's aim is to improve access to and utilization of health resources and services in Dodoma, Morogoro and Shinyanga regionsfor arriving at an effective and well governed health system. To achieve the above aim, the project has four components: health promotion, health financing, pharmaceutical and health product management, and health technology management. REGIONAL PROJECT MANAGER (2 Positions)
Reporting to:Team Leader
Location: 1 in Morogoro and 1 in Shlnyanga

Summary of the Position
The Regional Project Manager (RPM)reports to the Team Leader. The RPM is responsible for coordinating and managing all activities for the HPSS project in the region of responsibility.
He / she shall be responsible and account- able for the development, regular update and implementation of the regional work plan and budget to ensure attainment of the project goals and objectives in line with the Swiss TPH mandate and approaches, to contribute to the goals of the SDC mandated project.
S/he is the primary liaison between HPSS and the local government counterparts, stakeholders, and partners involved and/or implementing related projects in the region.
The regional project manager is accountable for the management of the regional office, provides strategic and technical guidance and works closely with the Team Leader and other HPSS technical and operational staff, to ensure that regional plans and activities effectively contribute to meeting the project's goals and objectives in the region. As the lead person for the HPSS team in the region, he / she supervises staff and ensures the timely and quality delivery of HPSS activities.
Specific responsibilities
Manage the implementation of HPSS project activities in the region ensuring that all activities are adequately and implemented in a timely manner;
Facilitate the provision of technical assistance to project activities in the region and review technical reports developed by other project team members and/or consultants ensuring the quality of delivered products and that reports/recommendations are appropriately disseminated among stakeholders as agreed with the team leader;
In collaboration with the relevant component advisor and the M&E and Operational Research Coordinator, ensure the implementation of all component activities in the work plan;
Maintain close interaction with project team leader to ensure adequate support to the region, completion of work and the achievement of targets in a timely fashion that is within budget. He or she ensures that plan adjustments are made and documented as necessary;
Ensure the development of regular activity updates and their timely submission to the Team Leader, and the development of quarterly and annual progress reports and other reports as required to be submitted to Swiss TPH, SDC or the government;
Manage the day-to-day operations of the regional office and serve as a liaison with the main project office in Dodoma to ensure that logistics, contracts, letter~ of agreement, and any approvals are adequately in place in support of project activities. Also, ensure adherence to Swiss TPH office management and accounting procedures;
Build and maintain strong working relations with key regional and external stakeholders, Ensure effective dialogue and relationships with clients, beneficiaries, partners, co-workers and other local and international stakeholders.
Qualifications
MD,MPH or similar
Experience in a senior position heading government department , institutions or development project especially at regional or national level in the health sector
Proven high level of integrity, trust and ability to work well in a fast paced workflow
Understands the government system both local and central especially the health department
10 years experiences of working in health related projects at similar position.
Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
Competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
Proven record of aligning diverse, multi-level teams with project mission and vision.
Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit
