District Project Officer : (1 Morogoro Municipal, 1 Mvomero, 1 Kllombero) Shinyanga (1 Shinyanga Municipal, 1 Kahama)

 The Swiss Tropical and Public Health Institute (Swiss TPH) is a world-renowned Institution for teaching, research and services in the field of International Health Development. The Swiss Agency for Development and Cooperation (SDC) is investing in the Health Promotion and System Strengthening Project (HPSS) in the Dodoma region in the United Republic of Tanzania and has mandated the Swiss Centre for International Health (SClH) of Swiss TPH to implement the project. The project's aim is to improve access to and utilization of health resources and services in Dodoma, Morogoro and Shinyanga regionsfor arriving at an effective and well governed health system. To achieve the above aim, the project has four components: health promotion, health financing, pharmaceutical and health product management, and health technology management. The project is expanding its workforces and is announcing the following positions. Qualified candidates are encouraged to apply.


DISTRICT PROJECT OFFICER(5 Positions)
Reporting to: Regional Manager
Location: Morogoro (1 Morogoro Municipal, 1 Mvomero, 1 Kllombero) Shinyanga (1 Shinyanga
Municipal, 1 Kahama)

Level of Engagement: Full-time
Duration of engagement August 2015 - July 2019

Summary of the Position
The District Project Officer oversees the implementation of project interventions and supports technically the district administration, CHF Management Teams, and Pharmacist on implementation of the health system strengthening approaches and strategies. The position holder is responsible to monitor the process, technically backstop and inform the Component Advisors and M&E and OR Officer on the progress. Reporting to the. Regional Manager is responsible for coordinating project activities in the district, guide and supervise District Project Assistants on implementation all the components activities

Specific responsibilities
Represent the HPSS project in the District
Facilitate, support and monitor the implementation of all components of the HPSS project in the District
Establish and ensure good communication at district level (ensure good reputation of the project in the district),
Mobilize, train and support community level agents (in cooperation with technical services) in the development and implementation of health-related initiatives,
Support community to participate in the implementation of relevant Health Sector Reform initiatives,

Support councils to build capacity of health governing bodies for effective and efficient implementation of health activities,
Facilitate council to strengthen district's health financing and particularly CHF system and structure,
Support councils in building capacity of Health Facilities staff on effective medicine supply and management,
Support/facilitate council to establish and strengthen a management system of medical equipment and infrastructure,
Work with council to develop and implement innovative health approaches for community ownership and sustainability of activities,
Under the supervision of M&E OR Officer conduct M&E and share results with relevant authorities,
Be a secretary of District Project Advisory meetings and secretariat in Regional Advisory Board meeting
Support communication strategies that address sensitive and cross cutting topics and to foster innovative initiatives
The position holder is responsible to contribute project achievements for all outcomes and outputs (matrix organisation, responsibility for district liaisons include all outcomes)

Qualifications
BA, BSc Social Science, Population Studies, Development Studies, Project Management and Community Development, Social Security Protection, Business Administration, Rural Development and Planning
MA, orMScis an added advantage,
3 to 5 years' of professional experience in projects 'environment
Conversant with the regional and local government functions,
Understand the functions of district administration, management and technical system
Fast learner, and able to communicate knowledge to lower cadres
Proficiency with MS Office
Understands Project Cycle Management
