The Swiss Tropical and Public Health Institute (Swiss TPH) is a world-renowned Institution for teaching, research and services in the field of International Health Development. The Swiss Agency for Development and Cooperation (SDC) is investing in the Health Promotion and System Strengthening Project (HPSS) in the Dodoma region in the United Republic of Tanzania and has mandated the Swiss Centre for International Health (SClH) of Swiss TPH to implement the project. The project's aim is to improve access to and utilization of health resources and services in Dodoma, Morogoro and Shinyanga regionsfor arriving at an effective and well governed health system. To achieve the above aim, the project has four components: health promotion, health financing, pharmaceutical and health product management, and health technology management. MONITORING, EVALUATION AND OPERATIONS RESEARCH MANAGER (1 position In Dodoma)
Reporting to: Project Operation Manager
Location: Dodoma
Level of Engagement: Full-time
Duration of engagement August 2015 - July 2019
Summary of the Position
The Monitoring, Evaluation and Operations Research (ME & OR) Manager will have responsibility for all monitoring, evaluation and operations research activities associated with the project. The position reports to the Financial Control and Administration Officer (CFAO) and work closely with the project overall Coordinator for M&E and Operational
Research, and will have close internal relation with all Component Experts and Advisors of the project on developing the M&E plan, indicators and method for data processing and analysis. The position holder is responsible for producing and disseminating timely M&E reports for the project, and will coordinate all OR affairs at local offices in Tanzania.
Specific responsibilities
Provide technical support for monitoring, evaluation and operational research management;
Work closely with Swiss TPH staff and technical assistants in Basel and in Tanzania to develop a costed Monitoring,
Evaluations and Operations Research plan for the HPSS;
Together with Component Advisor directly monitor implementation of all activities outlined in the Monitoring,
Evaluations and Operations Research plan ensuring that activities are performed to a high professional standard, effectively implemented and fulfil SDC and Swiss TPH requirements;
Ensure the timely completion of all operational reports and success stories and other programmatic information on the project to be shared with the Swiss Agency for Development and Cooperation (SDC)
Coordinate targeted evaluations and operations research, including design, data collection, management and analysis;
Support project strategically in ME & OR relationships and alliances with local, regional and international research' institutions.
Contribute to the development of annual work plans and review the relevance of the M&E plan against them.
Qualifications and experience
Masters' degree in Social Sciences, Public Health, Operational Research or related fields;
5 years of experience in monitoring and evaluation of public health interventions in developing countries;
Proven experience in designing, conducting/commissioning operational research and results-based monitoring and evaluation.
Have capacity to conduct data analysis using different analytical tools
