Chemonics seeks a monitoring and evaluation (M&E) specialist for the five-year, $60 to 70 million USAID Tusome Pamoja ("Let's Read Together" in Kiswahili) Program in Tanzania. The program aims to improve lifelong learning skills, defined as mastery of early grade reading, writing, and arithmetic. It will support five regions of Tanzania in improving quality of basic skills instruction at the early primary level, strengthening Ministry of Education and Vocational Training skills delivery systems, and increasing community and parental engagement in early primary education. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Establish and manage the program's overall system to track progress toward meeting program/contract results, indicators, and targets
- Ensure that performance monitoring, action research, and evaluations are consistent with program results and track program progress toward achieving targets and results
- Manage and coordinate field-based monitoring and evaluation specialists, and any other staff responsible to performance monitoring, oversight, and data collection and reporting
- Ensure that the methodologies proposed for measuring the program's impact on access, retention, reading and learning outcomes, school safety, community engagement, gender, disability-inclusiveness, and conflict-sensitivity are being consistently and systematically tracked and reported
Qualifications:
- Master's degree in international development, economics, statistics, research methods, political science, public policy, social science, or a related field required; minimum eight years designing, monitoring, and evaluating programs in the education sector preferred
- Minimum eight years designing, monitoring, and evaluating programs (in the education sector preferred)
- Demonstrated success and experience in monitoring results and indicators of education quality, learning outcomes, access, retention, and community engagement
- Demonstrated leadership, versatility, and integrity
- Professional proficiency and fluency (IELTS level 7 or above; or TOEFL 94 or above) in written and spoken English required; fluency in written and spoken Kiswahili (FS 2+) preferred
