1.0 CEREALS AND OTHER PRODUCE BOARD OF TANZANIA (CPB)
The Cereals and Other Produce Board of Tanzania (CPB) was established by the Cereals and Other Produce Act Number 19 of 2009. CPB has been established to Carry out commercial activities and such other activities as are necessary, Advantageous or proper for the development of the cereals and other produce Industry

1.2 DIRECTOR GENERAL – 1 POST
1.3 REPORTS TO: THE BOARD OF DIRECTORS

1.4 DUTIES AND RESPONSIBILITIES

Spearheading implementation of the policies formulated by the Board of Directors through planning, organizing, co-ordinating and overall management of the Board’s operations;
•    Chief Executive Officer of the Cereals and Other Produce Board;
•    Chief spokesperson of the Cereals and Other Produce Board.

Implementing organizational and management policies, which will guide efficient running of the organization and ensuring that targets are achieved and that, the Board operates within the approved limits of its expenditure budget;
Implementing all functions stipulated in the Establishment Act of the Board and as may be amended from time to time;
Formulating organizational and management policies, which will guide efficient running of the Board via the machinery of the Board of Directors;
Drawing up and implementing after approval by the Board of Directors of such corporate and other plans necessary to achieve the Board’s aims and objectives;
Ensuring availability of periodic financial report as required by the financial regulations of the Board;
Ensuring that the Board of Directors’ resolutions are implemented and report on success or failure to achieve the organization’s goals;
Supervising the Heads of Department in order to ensure effective and efficient day-to-day administration and to monitor the responsibilities delegated to them;
Advising the Government on all issues related to the cereals and other produce industry;
Representing the Board at local and international cereals and other produce fora;
Co-ordinating or promoting the participation or integration of the Tanzania cereals and other produce industry in the regional and global cereals and other produce industry;
Establishing and maintaining relations with both local and international stakeholders of the cereals and other produce industry;
Co-ordinating all local stakeholders of the cereals and other produce industry;
Advising the respective authorities on the development of small holders in the cereals and other produce industry;
Promoting large-scale development of farms, contract farming, processing and packaging facilities in the Tanzania cereals and other produce industry;
•    Performing any other duties that may be assigned by the Board of Directors.

1.5 QUALIFICATION AND EXPERIENCE

Master’s Degree either in Agriculture, Agricultural Economics, Business Administration or Economics from a recognized institution. A PhD holder has an added advantage;
•    Clear understanding of Tanzania and global economy;

Outstanding knowledge of both local and international cereals and other produce industry.
At least twelve (12) years of proven experience in a senior managerial position in a reputable organization, eight (8) of which in the cereals and other produce or related industry.

1.6 REMUNERATION
SALARY SCALE: CPBSS 12

1.7 MODE OF EMPLOYMENT

The Director General shall be employed under five years contract eligible for renewable subject to satisfactory performance.

2.0 TANZANIA COFFEE BOARD (TCB)

Tanzania Coffee Board is a Government body established by the Tanzania Coffee Industry Act. No.23 of 2001.Its Main Function is to regulate the Coffee Industry in Tanzania and advice the Government of the United Republic of Tanzania on all matters related to the growing, processing and marketing of coffee within and outside the country.

2.1 DIRECTOR GENERAL – 1 POST

2.2 REPORT: Reports to the Board of Directors and approval of the Permanent

Secretary of the Ministry responsible for Agriculture.

2.3 DUTIES AND RESPONSIBILITIES
As Chief Executive Officer of the Board, acts as Accounting Officer and spoken person of the Board.
Advise the Board of Directors on formulation of policies and their implementations.
Prepare plans and annual budgets for approval of the Board of Directors and submission to the Ministry responsible for Agriculture.
Ensure availability of Management tools dully approval by the Treasury Registrar, Scheme of Service, Staff Regulations, Financial Regulations and Accounting Manuals for proper running of the Board.
•    Establish adequate rules, procedures and regulations necessary for effective
control and Management of Board’s Assets, liabilities and finances.

•    Maintain harmonious contact and relations with the government, Board and
Coffee Stakeholders for purpose of developing the coffee industry.

Secretary to the Board of Directors, prepare Board Meetings and ensure implementation of the Board of Directors resolutions.
Supervises and monitor work performance of Head of Departments in keeping up with their individual annual performance contracts.
•    Prepare periodical financial and operational reports for submission to the
Board of Directors and the Ministry responsible for Agriculture.

•    Any other duties as may be assigned by the Board of Directors.

2.4 QUALIFICATION AND EXPERIENCE

Master’s Degree either in Economics, Law, Agricultural Economics, Engineering, Business Administration or Commerce from a recognized University/Institution. Should have 12 years relevant working experience, 5of which must be at Senior Managerial level in the public service or reputable private organization with both local and international coffee industry knowledge.

2.6 MODE OF EMPLOYMENT
The Director General shall be employed on contract terms not exceeding 5 years but renewable based on merit and performance.

3.0 TANZANIA EMPLOYMENT SERVICES AGENCY (TaESA)

The  Tanzania  Employment  Services  Agency  (TaESA)  was  restablished  under  the
Executive Agencies Act No. 30 of 1097 (as revised by CAP 245) and came into effect on
1st July, 2008 as indicated in General Notice (GN) No. 189 of 2008.

The overall objective of TaESA is to provide employment Services in the reach of Labour
Market Information and Placement Services for both private and public sectors.

3.1 CHIEF EXECUTIVE OFFICER
3.2 DUTIES AND RESPONSIBILITIES
Undertake overall management , development of internal policies and operational matters of the Agency;
•    Advise the Ministry on policy matters for managing employment services in
Tanzania;

Facilitate the Agency to undertake its core business of  job search workshops,  job matching, cross border placement services, provision of labour market information  and others as specified in the framework document;
Prepare, and implement Strategic and Business plans and associated budgets;
Ensure delivery of Agency services to customers are on schedule and to the expected standards;
Prepare Annual Reports and Audited Financial Statements in accordance with Public Finance Act and regulations for submission to the Permanent Secretary and the Minister for Labour and Employment;
•    Mobilize and negotiate for resources;

Appoint and manage effectively employees of the Agency in accordance with the executive Agencies Act No. of 1997, the Public Service Act No. 8 of 2002 and their respective regulations;
•    Work closely with other key stakeholders to ensure successful delivery of
Agency’s services.

3.3 QUALIFICATION AND EXPERIENCE

Master’s degree from a recognized university either in labour economics, economics, education (skill development), labour statistics, manpower planning or labour market related studies;
A minimum of ten (10) years working and demonstrable experience in employment and labour market planning, analysis, formulation, researches, employment services, active labour market  programmes, and labour market information,(5) of which must be at Senior Managerial position;
A proven knowledge and applications of international labour and employment standards (conventions and  recommendations), regional and international agreements related to employment services.

3.4 MODE OF EMPLOYMENT
The Chief Executive shall hold office for a term not exceeding five years or as may be specified in the instrument of appointment, he shall directly accountable to the Permanent Secretary of the Ministry of Labour, Employment and Youth Development.
